To Elect a moderator for said meeting. Bob Grindle/Mike Chapel moved/seconded to elect Sue Hochstetter moderator. Hearing no other nominations, Mr. Cahill declared Ms. Hochstetter Moderator. To authorize the Board of Selectmen to borrow, if necessary, money to defray expenses until other funds are available. Rose Bisson/Gay Wagner moved/seconded to so authorize. Motion carried unanimously by a show of hands. To nominate and elect one member to the Regional District 11 Board of Education for a term of three years beginning with their first Board meeting in July, 2017. Rose Bisson/Sam Higgins moved/seconded to nominate Tracey Dunn. There were no other nominations and Ms. Dunn was declared elected. To authorize the Board of Selectmen to enter into agreement with the Commissioner of Connecticut Department of Transportation for the expenditure of funds available July 1, 2017 for the fiscal year July 1, 2017 through June 30, 2018 for improvements and maintenance of Town roads. Mike Chapel/Bob Grindle moved/seconded to so authorize. Motion carried unanimously by a show of hands. To authorize the Board of Selectmen to approve and accept Local Capital Improvement Funds (LoCIP) from the State of Connecticut for road improvement. Stan Crawford/Bob Grindle moved/seconded to so authorize. Motion carried unanimously by a show of hands. To approve the 5 year Capital Improvement Plan including the 5 year Road Plan. Bob Grindle/Mike Chapel moved/seconded to so approve. Motion carried unanimously by a show of hands. To hear discussion and act on the General Budget for FY July 1, 2017 through June 30, 2018 as recommended by the Board of Finance, and to appropriate sums of money as required. Motion carried unanimously by a show of hands. Mike Chapel/Bob Grindle moved/seconded to approve the budget as presented in the following question: "Shall the Town of Hampton appropriate $1,552,403 for the General Government for the 2017-2018 fiscal year?" First Selectman Cahill explained the budget as presented will not increase the present mill rate and that Hampton is in a strong financial position. He outlined the major changes in this proposed budget from the previous one which includes skill set adjustments in salaries for the Public Works department, copier rental, town planner, LoCIP, insurance claims, freezes on some capital accounts. To hear discussion and act on the Hampton Elementary School Budget for FY July 1, 2017 through June 30, 2018 as recommended by the Board of Finance, and to appropriate sums of money as required. Ann Gruenberg/Rose Bisson moved/seconded to approve the budget as presented in the following question: "Shall the Town of Hampton appropriate $2,174,969 for the Hampton Elementary School for the 2017-2018 fiscal year?" To discuss and act on new and revised ordinances: New - Disposition of Hampton Elementary School Budget Surplus. Mike Chapel/Jeff Clermont moved/seconded to approve. Perry Matchinis, member of the Board of Finance, explained the reasoning behind the ordinance and answered questions. For clarification, the phrase "held in the subsequent fiscal year" was added at the end of the first sentence in Section 4. The ordinance outlines the procedure and timing for handling unexpended funds. The Moderator called for the vote. Motion carried unanimously by a show of hands. New - Publication of Ordinance Summaries. Ann Gruenberg/Jeff Clermont moved/seconded to approve. Ordinance permits municipalities to print summaries of proposed and approved ordinances rather than full text.The Moderator called for the vote. Motion carried unanimously by a show of hands. Revision to Establishment of a Board of Finance. Jeff Clermont/Perry Matchinis moved/seconded to approve. Perry Matchinis explained that the changes to the existing ordinance are intended to align it with CT State Statute. The revision changes the number of members and alternates on the Commission from seven and three to five and two respectively. The Moderator called for the vote.
